いぶりがっこ(smoked pickles)がなくなる？（エッセイ）
いぶりがっこは、燻した大根などを漬物にした、日本の秋田県特産の美味しいたくあんの一種で、日本全国でも知名度が高い。世界的にも珍しい。たくあんには乾燥させる工程が入るが、産地の横手地方は湿度が高いので煙によって燻すのである。
さて、最近いぶりがっこは存続の危機に立たされている。国の方針で、いぶりがっこを作るために、専用の製造所を設置する義務が生じたり営業許可の取得を義務付けられたりしたのである。いぶりがっこは個人の事業所で作られることが多いので、この措置はハードルが高いのだ。狙い撃ちだと言えよう。
所轄官庁は消費者庁（Consumer Affairs Agency）、根拠となる法律は改正食品衛生法（２０２１年６月施行）である。それにしても国はなにを考えているのか。この措置は、いぶりがっこを作る多くの人たちに、そのなりわいを止めろと言っているに等しい。以前Ｏ―１５７に汚染されたユッケのような問題が「いぶりがっこ」でも頻出すると思っているのか？国民をいじめる立法、行政である。
消費者庁は２００９年に設置された新しい省庁だ。ほかの新規に作られた役所と同じく、官僚に仕事を与えるためだけの無駄な組織であると考える。ともかく、消費者庁などのために、いぶりがっこが消えるなら、納得いかない。役人は大資本の企業だけが生き残れば良いと考えているぞ。

Iburi-gakko is a delicious type of pickled radish(takuan) that is a specialty of Akita Prefecture in Japan. It is well known throughout Japan. It is also rare worldwide. Pickled radish is made by drying, but the humidity in the Yokote region where it is produced is high, so it is smoked with smoke.
Now, Iburi-gakko has recently been in danger of disappearing. As a result of national policy, it has become mandatory to set up a dedicated manufacturing facility and obtain a business license to make Iburi-gakko. This measure is a high hurdle since Iburi-gakko are often made in private businesses. It can be said to be a targeted attack.
The competent authority is the Consumer Affairs Agency, and the law that underpins it is the revised Food Sanitation Act (enforced in June 2021). What is the government thinking? This measure is tantamount to telling many people who make Iburi-gakko to stop their livelihood. Do they think problems like the O-157-contaminated Yukhoe will frequently occur with Iburi-gakko? It is the legislation and administration that bully the people.
The Consumer Affairs Agency is a new ministry established in 2009. Like other newly established government offices, I think it is a useless organization that only gives work to bureaucrats. In any case, I would not accept it if Iburi-gakko disappeared because of the Consumer Affairs Agency. Officials think that only big capital companies should survive.
