この長ったらしい名称の指標は、国家が税金を支出して事業を行う際のガラス張り度、解りやすさを示す。算出には、５つのカテゴリーの指標をそれぞれ２０点満点で計算し、合算する。１００点から０点まで変動する。研究したのは、ドイツ、スイスのシンクタンク“Tax Expenditures Lab.”

ここで注意すべきは韓国のGTETIがトップで、透明性のある税金の使い方をしていることが解る。欧米の先進国もおおむねGTETIのスコアが高い。ロシアでさえもまずまずのスコアだ。ちなみに中国はこの研究の範囲外。
悪いほうで特に注目すべきは日本で、試算１０４か国中ほとんど最下位の９４位であって、５指標はもとより、GTETIが惨憺たる結果になっている。これは、日本の中央官庁、特に財務省の活動の不明朗さが原因であることは、火を見るより明らかだ。
最近話題になった事例に、資源エネルギー庁が３００億円余で博報堂（広告代理店）に発注した事業が、２次、３次の下請けを経由した結果、末端の事業者には３億円しか渡らなかったという事実がある。こういった中間で資金をちょろまかす行為を「中抜き」というが、この例一つで、いかに日本の税金が不透明に使われているかが解る。

The Global Tax Expenditure Transparency Index (GTETI) and Japan's dire situation
This long-named index shows the degree of transparency and clarity with which a nation uses tax money to conduct business. To calculate it, five categories of indicators are calculated on a scale of 20 points each and then added together. The score ranges from 100 to 0. The study was conducted by the German and Swiss think tank "Tax Expenditures Lab."
It should be noted that South Korea's GTETI is at the top, which shows that the country uses tax money transparently. Most Western developed countries also have high GTETI scores. Even Russia has a decent score. By the way, China is outside the scope of this study.
Japan is particularly noteworthy for its poor performance. It ranks 94th out of 104 countries, the lowest in almost all cases, and its GTETI results are dismal, not to mention the five indicators. This is obvious due to the unclear activities of Japan's central government, especially the Ministry of Finance.
In a recent case that was in the news, the Agency for Natural Resources and Energy ordered Hakuhodo (an advertising agency) to do a project for over 30 billion yen. Still, as a result of it going through second and third-tier subcontractors, only 300 million yen ended up in the hands of the end-user company. This kind of act of embezzling funds in the middle is called "middleman scams," and this single example shows how Japan's tax money is being used opaquely.
